Lord Mayor McAdam launches DCC’s Home Building Programme to Deliver 4,000 Homes across Dublin

The Lord Mayor of Dublin, Councillor Ray McAdam officially launched Dublin City Council’s Home Building Programme to progress the construction of approximately 4,000 new homes on more than 30 sites across Dublin over the next four years. This initiative marks one of the largest direct build housing programmes undertaken by a Local Authority.

The programme will see DCC advance a range of council-owned housing sites, primarily through a Design & Build (D&B) delivery model. DCC is being supported by the National Development Finance Agency (NDFA). Housing contractors are encouraged to participate in this programme and work with Dublin City Council to deliver homes at scale and pace.

The DCC Home Building Programme will underpin the Council’s delivery of new social and affordable homes between 2026 and 2030, contributing significantly to the Government’s national housing plan, Delivering Homes, Building Communities. Funding for the programme is being provided by the Department of Housing, Local Government and Heritage.

A Prior Information Notice (PIN) for the programme was published on 4 March 2026, with further procurement details to be released in due course through eTenders.

Lord Mayor McAdam said:

Delivering homes at scale is one of the most urgent challenges facing Dublin and meeting that challenge requires strong collaboration. This new programme is about unlocking the full potential of Council owned land to creating homes, strengthening communities, and ensuring that people can continue to live and thrive in the neighbourhoods they know and love. This initiative is a practical and ambitious step towards both, ensuring growth that is inclusive, sustainable, and rooted in long-term value for the people of Dublin.”

Minister for Housing, Local Government and Heritage, James Browne TD:

“To address our housing challenges, we must embrace innovative and efficient approaches that enable us to deliver homes to people as quickly as possible. I am committed to ensuring that ambitious local authorities receive the funding and support they need to build homes swiftly and effectively, and I commend Dublin City Council for taking this initiative.”

Mick Mulhern, Assistant Chief Executive, Housing, Dublin City Council:

“The Home Building Programme demonstrates our ambition in Dublin City Council to deliver high-quality housing at pace and scale on our land. We want to work collaboratively with housing contractors to ensure efficient delivery and value supporting the Council’s social and affordable housing ambitions.”

Andrew O’Flanagan, Director NDFA and NewERA:

“The NDFA looks forward to supporting Dublin City Council in the delivery of these new homes and to working in close collaboration with all project stakeholders across the Programme.”
