Statement by the Lord Mayor of Dublin on the HSE Capital Plan 2026

The progress being made on health projects in Dublin city centre must be built on, the Lord Mayor of Dublin has said.

Councillor Ray McAdam said there has been major investment in Dublin Central in the HSE Capital Plan 2026.

“I warmly welcome the publication of the HSE Capital Plan for 2026, which delivers significant investment into the heart of Dublin’s North Inner City and surrounding communities.

These are real projects within our community that will directly improve care for people across Dublin 1, Dublin 3, Dublin 7 and Dublin 9.

In Dublin 1, we will see the redevelopment of 110 Amiens Street to create a new Social Inclusion and Mental Health Hub, alongside the refurbishment of 7 Henrietta Place to expand services for migrant communities. These projects speak directly to dignity, access and inclusion and reflect a health service that meets people where they are.

The Rotunda Hospital will benefit from major investment, including upgrades to emergency systems, redevelopment of the Acute Care Block and Neonatal Intensive Care Unit, and the acquisition and fit out of Dominick Street properties to support expanded laboratory and gynaecology services. That is vital investment in maternal and infant health right at the centre of our capital city.

In Dublin 7, Grangegorman continues its transformation with new mental health accommodation and a Community Nursing Unit that will strengthen services for older people and those requiring specialist care. At the Mater Misericordiae University Hospital we are seeing serious expansion of trauma, cardiac and mental health capacity, including new theatres, imaging facilities, a Coronary Care Unit, a helipad and a new Acute Mental Health Unit.

These are major steps to improve our health infrastructure that strengthen Dublin’s role as a national centre of excellence.

The continued development of the National Children’s Hospital at St James’s represents one of the most significant healthcare investments in the history of the State and will serve generations of families across the country.

In Dublin 9, there is further investment in community based mental health services at Griffith Avenue and in Ballymun, alongside substantial reconfiguration of the Ballymun Primary Care Centre to deliver Enhanced Community Care. That is about delivering the right care, in the right place, at the right time.

This investment reflects my vision of a living city where health infrastructure keeps pace with a growing population, an active city where strong primary care services help people stay well in their own communities, and an engaged city where social inclusion and mental health are treated as core priorities.

As Lord Mayor, I will continue to advocate for sustained capital investment in our city so that Dublin remains not only Ireland’s capital, but a capital that delivers world class healthcare for all its people.

This is progress. And we must keep building on this momentum in Dublin’s inner city.”
